National
Workshop on Logical Framework Approach of China-NLR Project
took place in Yangzhou
On
March 24-30, 2008, a National Workshop on ¡°Logical Framework
Approach of China-NLR Project¡± took place in Yangzhou
City, Jiangsu Province permitted by Bureau of Disease
Control, MOH and supported by the Netherlands Leprosy
Relief (NLR). This workshop was organized by the National
Center for Leprosy Control, China CDC (NCLC) in cooperation
with NLR. The leprosy managers and coordinators of Jiangsu,
Anhui, Fujian, Jiangxi, Hubei, Hunan, Chongqing, Sichuan
and Shaanxi Provincial leprosy control institutes were
invited to the workshop. At the same time, leprosy control
managers and coordinators from prefecture and county levels
were also invited. The representatives of leprosy hospitals
/ villages from Zhejiang, Jiangsu, Anhui and Sichuan Provinces
also participated the workshop. The special invitees,
staff from health center at county level, people affected
by leprosy, representatives from Non-Government Organizations
(NGO) were also invited. A total number of 52 participants
attend the workshop. It is the first time that people
affected by leprosy were invited as a key stakeholder
to a national workshop to discuss leprosy control in future.
The
objectives of the workshop were 1) to promote the cooperation
between NCLC and NLR, 2) to improve the output of the cooperative
project between NCLC and NLR and serve leprosy staff and
the people affected by leprosy better, 3) to make the outline
of China-NLR project (2009-2012). The major methodology
of the workshop was Logical Framework Approach, one of the
approaches for project design, planning, assessing and decision
making and widely used by international NGOs. The workshop
was facilitated by Mr. Jos Brand, NLR¡¯s consultant.
Using
the process of situation analysis, including SWOT (Strengthens,
Weaknesses, Opportunities and Threats) analysis and problem
tree, and strategic options, the leprosy situation and its
problems was picked out. The strategy selection, stakeholder
analysis, project design including intervention logical,
objectively verifiable indicators, assumptions, sources
of verification, and activity and resource scheduling was
reviewed and discussed based on the logical framework approach.
The management arrangement for project implementation was
also discussed. All the participants made a great contribution
and input to the workshop. Mr. Daan Ponsteen, Project Officer
of NLR Headquarter, Mr. Jan Robjin, Representative of NLR
Vietnam also participated the workshop and made a great
contribution.
Prof.
Wang Baoxi, Director General of Institute of Dermatology,
Chinese Academy of Medical Science & the NCLC, Mr. Daan
Ponsteen, Project Officer of NLR Headquarter, Mr. Yan Jun,
Head of Yangzhou Health Bureau, Jiangsu Province presented
in the opening ceremony and made speeches. Prof. Zhang Guocheng,
Deputy Director General of NCLC acted as the chairman of
the workshop.
