The
mid term review of China-NLR Project (2009-2012) took
place according to plan
Based
on the Project Document of China-NLR Project (2009-20012)
and Plan of Action in 2010 of the project, the mid term
review of the project was implemented by Dr. Erik Post,
leprosy experts of Royal Tropic Institute (KIT), i.e.,
consultant for Netherlands Leprosy Relief (NLR) from November
11th to December 4th. Dr. Yu Meiwen, leprosy staff of
National Center for Leprosy Control, China CDC was involved
in mid term review. Dr. Wei Zhonghe, Director of Department
of Leprosy Control, Hunan Provincial Center for Diseases
Control and Prevention (CDC), Dr. Li Bin, Leprosy staff
of Hunan CDC were involved in the field visit in Hunan
Province.
Dr.
Erik Post arrived in Nanjing on November 21st, 2010, and
discussed the implementation of China-NLR Project (2009-2012)
as well as leprosy control programme in China with leprosy
managers in NCLC. Prof. Zhang Guocheng, Executive Director
General of NCLC and Leader of the project participated
the discussion. During November 23rd - 27th, Dr. Erik
Post visited two counties in Huaihua Prefecture and Xiangxi
Prefecture of Hunan Province for collecting information
of leprosy control related activities in local situations.
The policy makers in local governments, leprosy workers,
leprosy active cases, people affected by leprosy and general
population were interviewed during his field visits. Through
listening to the reports, access to relevant documents,
field visits, interviews and extensively exchanging point
of views, Dr. Erik Post showed his interesting in success
of Chinese Leprosy Control Programme, as the same time,
the weakness of the programme were also discussed with
various stakeholders. Based on the discussion during mid
term review, the China-NLR project will be modified within
the fixed budget and the major adjustments will be 1)
To reducing the budget of Health System Research; 2) To
cut the health education activities; 3) To promote self
care activities; 4) To promote result based management
in leprosy control; and 5) to enhance development of LEPMIS.
Dr.
Erik Post also participated the National Workshop on Leprosy
Control Management, China-NLR Project held in Shanghai
from November 28th to December 3rd, and discussed leprosy
control activities with participants from Hebei, Shanghai,
Jiangsu, Zhejiang, Anhui, Jiangxi, Henan, Hubei, Hunan,
Guangdong, Guangxi, Sichuan, Guizhou, Yunnan, Tibet, shaanxi
and Gansu Provinces.
